Otherwise you could just run Profit Taker to get them. In your situation the best thing to do is check Ticker often to see if he's selling any and run Bounty 5 for a chance of dropping them. If that can help : 3rd bounty have a chance to reward medical debt bond during first 3 phases (20% on phase 1) so if you dont get at least 2 debt bonds over five bounties you're unlucky. Ticker has sometimes those, so go check every time you log in and log out (completely refreshes every 8 hours)
