This is superior to the Hissing Wastes, in that you won't have to take merchant-specific Inquisition Perks and grind the Hissing Wastes merchant to find them.

Seer staff is considered one of the best, if not the best. It is a tier 3 schematic drop from loot. When you get to crafting staffs, your base damage, attributes and runes are what make it powerful. DPS is circumstantial and a lot of it comes from runes. I found the best rune for damage on a staff is spirit rune.
