Here is what worked for me even after I started with the story settlement: Bought settlement maps from the cartographer. Flew to the planet I wanted to find settlements on. Saved my game. Restarted No Man's Sky. Used cartographer's map. New settlement popped up on my desired planet. The key for me was restarting the game.

If total production isn't higher than total costs, then you don't have any net positive income and debt won't be paid off.You can only have one, but more do exist. So enjoy them draining your credits, while waiting days to fix it.Most settlement start out with debuffs. They will be replaced by buffs if you keep building them up and resolving other issues. I made a post on searching for settlements. It applies to finding a new settlement. Once you find your new settlement, click on the center town thing (forget what's called). You absolutely can change settlements anytime you want. You cannot (as of right now) have more than one settlement at the same time.
