If you have mountain areas that you have already explored before the update, the Frost caves will not spawn there. They will only spawn in an area which you have not yet explored. Also they can be difficult to spot sometimes. Eventually you'll come across a mountain that will have like 8 or 9 Frost Caves.The rarity of Fenris Hair is unreasonable. So according to wiki we can only find Fenris Hair in frost caves as a loot.
