The carcha's and giga's share spawn points, there are 4 spawn points on the map, which means that you'll somewhere from 0-4 giga+carcha on the map at any given moment in time. Everywhere else on the map is basically in a frozen state until you go near it. So in order to get more Gigas on single player you would need to be spending considerable time around the giga spawns to allow them opportunity to actually spawn in.
