I got a rando fellow khajiit warrior to run my tavern and one as a farmer. I did get the female blacksmith from Windhelm to be my blacksmith. Edit 2: just built my heljarchen house and (saved) appointed her as steward there, but then immediately checked and could not make her a follower. She is bugged in the vanilla game.
