Go to a town where you know they'll show (Whiterun for instance) and use the wait function, or you can get the quest for Kharjo, one of the Khajiit in the caravan that frequents Dawnstar and don't complete it then you'll have a marker that shows you where that particular caravan is whenever you want to find it. 22.
