Go to "Citadel Rock" and climb the highest point. Take the carcano, or rolling block rifle with you. Look around and shoot the NPC that is the furthest away from you. Just shoot people faaar away. I will try, but i'm not sure, because I've tried to shot NPCs from the Mount Shaan and it didn't help. #2.

Tomahawk cannot be thrown far enough for Sharpshooter 4. I literally just did this about a month ago and now I can't do it again. I'm doing the trick at hanging dog ranch and the axe just won't go far enough. I'm aiming well over their head in dead eye, using the improved weapon and it just will not cover the distance. This is actually ridiculous.
