Ludwig is a str/skill weapon not a str weapons. There is no absolute best str weapon. Each weaoon has its pros and cons that shine in different situations. For example, saw cleaver does a lot of dmg over time especially vs beasts but it cannot hit ebrietas head all the time like a beast cutter can. This is a major difference.
