I thought cool I'll go upgrade my freighter inventory. The bulkhead was in my exosuit inventory. I went to the upgrade terminal and 1 cargo bulkhead let me fully upgraded both my general and technology freight inventories. I doubt you are supposed to be able to do that. I was able to unlock all general slots and technology slots with only one Cargo Bulkhead. The game isn't taking the item out of my inventory. If you would like to recreate my unexpected success, put the Cargo Bulkhead in you freighter inventory and then use it to max out your inventory for your freighter.
