Because you can buy shemira in the lab store to get her to 5 stars easily and then scroll swap to instantly have a 5 star 4f character of your choice. No need for hero choice pulls or waiting on luck. If you for some reason still want shemira, like for dimensional link it's easy to keep buying and build her again. You can only use a swap scroll on non awakened, non engraved, 4 faction heroes. You only get one for the entire game. So it’s best to save it to use it on a hero you got to +30 SI and/or 9/9 red furniture that was a mistake or fallen from the meta. So save it if you don’t have that.
