These will work on a 3DS as long as you have a Theme Manager like Anemone to launch them through. If you want to launch them through the 3DS's built-in Theme Manager, I believe the "Themes" section on the hShop app will let you do that. Otherwise, you'll need to find theme packs online that are in .cia files
