Its really hard telling player scavs and pmc apart. Some say to look at pants/boots but some pmc clothes have very scav-like pants/shoes. Best bet is the short sleeve tshirts. I dont think theres a scav outfit with short sleeves. So if you see their arm, start shooting. The black and white motorcycle jacket is also a very telling scav outfit imo.
