There is a check valve with a T right under the IWE solenoid on the driver side firewall (it's blue and white/clear), you can pull it out easily. I was able to suck air both ways through it. Replaced it 3 months ago and haven't heard the noise again. The part was $13, my dealer invoice says part#AL3Z19A563A.

Unplug the vacuum line from your iwe solenoid, see if noise goes away, report back. Edit: the vacuum line from solenoid to actuators, not the line from solenoid to vacuum box / engine. Sounds like the iwe’s are not pulling in thus turning the front diff full time which will make a little noise but shouldn’t be excessive.

Line above check valve pulls a constant 21.5 pounds. Same out of solenoid. IWE line holds vacuum. Put vacuum hand pump on IWE line below solenoid and drove a couple miles to isolate IWE. Same noise in 2wd, no change in 4a or 4wd. No driveline noise in 4a or 4wd. I'm thinking this means the IWE themselves are shot.
