Re: 1980 miller blue star 2e No power. Output problem. Check R1 the rheostat and make sure it makes good contact all the way around. The check R4 Large resistor with a band clamp. It is what is called a fixed adjustable resister. Some times the band rust and looses contact. check brushes and slip rings.
Re: Bluestar 2E throttle solenoid. I believe you need to lengthen the plunger stud that the spring attaches to. A figure of the throttle/solenoid linkage shows this stud protruding farther out than what your photo shows. I put a carb kit and a fuel pump on it and helped but did't fix the problem. The armature drive coupler on the engine side broke when I was trying to remove it. You might want to check the adjustment of your idler solenoid before you get to far into messing with the hall device.
